The gelling is easy to test, run the pump prime and listen for fuel returning back to the tank.
I have never had much luck starting a diesel with WD40. However, ether has never failed me.
Are the glow plugs heating the chambers? It is easy to tell by touch on the MEP gensets. Also be sure to preheat the chambers long enough. Are you getting white smoke when cranking, if so you know there is fuel hitting the injectors.

Did you ever find an electronic copy? My M1031 came with a hard copy of the -23P. It is slightly water damaged and missing the first two pages, but looks complete otherwise.
Don't go by this alone. I have a 1971 M35A2C with a brake light in the dash...it is a warning light when the emergency brake is on.
Look under the truck. It is very clear when there are two air packs. If the guy doesn't know what to look for, have him send you some photos.
By the way, I know the photo you are referring to with the large red seat in the back of the M1010. That was definitely a unit modification! It looks like all your missing is the passenger side hanging litter, but those stretchers make up for that!

No, you need vacuum and you want that regulator working. The modulator just gives you another point of control. The vac line leaves the regulator ( item you rotated ) and goes into the modulator which is mounted in the hole on the side of your transmission.

Almost any auto part store. All the replacement modulators I have bought have been adjustable, although I use the regulator ( the item which is in your way ) to adjust my shift points so I leave the modulators alone.

The vacuum regulator controls shift points based on RPM. It is not a kickdown switch.
You can loosen the two bolts holding it and rotate it. This may give you some clearance but will affect your shift points.
