The 395's are noticeably shorter and lower your top speed. They are my recommendation as well. Here they are on my M929. Definitely repaint the seal areas, new o-rings and valve stem seal. Load rating on the 14.00 AT-2 GY is about 9700 and the rating on the 395 Michelins is around 12.500.
Like already said, the brakes will not be a problem unless you charge the system with air via the emergency side. Just don't hook any air to it at all (on recovery). Sure, you have no trailer brakes but if you are using a mil truck for recovery, you should be fine.

VR....Thanks for posting up. Lots of people use Behr house paint over red primer. I'd consider the Rustoleum camo rattle cans to work on smaller areas and is an oil base. I prefer an oil based paint to seal the primer. I notice eventually the acrylic latex shows rust getting going.
