Mine ran cool unless under load also. I replaced the radiator cap and now it maintains its temp around 180 deg. The old cap was worn out and wouldn't hold pressure. The spring tension on the new cap was a bit higher compared to the old. It is a New Star brand cap.

You may have an issue with the rear axles fighting each other. If the circumference of the tires between the rear most axle and the middle axle, the axles will try to spin at slightly different rates. Because they are ridgedly connected, (with a drive shaft), they are...
Could be a bad seal or the axle breather could be clogged and forcing the lube past the seal. You have to pull that hub off now anyway. Just be sure your breather is clear once you finish the repair.
