What has me intrigued is in the top right of his photo I can't tell if thats more springs or twisted safety wire. There also appears to be a chunk of something that isn't spring or safety wire.
I spy springs and safety wire. I'd guess its from the injector pump. Probably the governor assembly. The governor does way more than limit the max rpm of the engine.

Hmm interesting. Every truck I have serviced has had both inner and outer seals in the steer axle. I can see how the outer seal isn't nessissary since gear oil isn't supposed to be present in the steering knuckle.
All 6 hubs have an inner and outer seal. The steer axle has 2 additional seals in the axle tube behind the steering knuckles. These keep gear oil inside the axle tube.

I have flipped the races on many deuce hubs. Beat them out from the back. There are cut outs in the hub just for this purpose. Clean them up and freeze them. Then drift them back in with a brass punch. Easy as can be.
