There's a weld nut inside the cross member. I'll post a pic when I get home this afternoon. You can take a hole saw and drill the bottom of the cross member for access to install the lock washer and nut.

Run a ground wire from a good source to the gauge.

measure the frame to ground on both sides to see if the springs are sagging.
