I don't remember anything in detail in the TM's. You may have to look in the parts breakdown to see whats involved, but I betting it will have to come apart and be thoroughly cleaned.

There's a weld nut inside the cross member. I'll post a pic when I get home this afternoon. You can take a hole saw and drill the bottom of the cross member for access to install the lock washer and nut.

With engine off and moving the lever see if the rods are moving the valve shafts in and out all the way. It could just be like you think an adjustment to the rod(s) need to be made. Worst case valve needs rebuilding. On mine there is no difference in lever resistance through out the range of...
