I think sometimes power tools will generate interference. I think if you dial in the freq and the RPM of the gen doesn't change then you should still be generating 60Hz. Do you have an external Hz meter you can test with? Kill-A-Watt?
I like my 016D. I have lots of Harbor Freight stuff. Most stuff from Harbor Freight is functional. This works well on my little gen but higher quality (more expensive) dollies do roll better.

There is always the practical/cheap alternative. Buy a 24V battery charger and plug it into the convenience outlet.

If you read 28 or so Volts across the batteries when the gen is running then the charging system is working.
If you get 28 or so at the reg and not at the batteries then something is wrong between.

There should be a regulator in addition to the rectifier. It should put out decent 28V DC or so. Do they not have regulators? Mine is in the shed and covered so I can't look at it easily.
It may have been a stop-gap solution but I like the Yanmar with the pull start option.
What PeterD said about the 50Hz meter. Best to get a meter from a lawn mower or boat application that is 12V.
I heart Yanmars. Those Japanese Italians seem to know how to make a nice 10HP motor. I wish they made vertical shaft 5HPs that I could use on my lawnmowers.
Yanmars have return lines. Are you keeping the engine mounted tank in the fuel circuit or bypassing it? I see now from the pic the Yanmar tank is gone. LMK if you want to get rid of it. The MEP-016D Yanmar L70 has a special tank with a float switch and is plumbed in with the "underbelly"...
Gravity should work if the filter is below the lowest level of the tank and the IP is below the filter. It should be easy to find out. Just put some fuel in the tank, purge the filter, and see if fuel flows at the level of the IP.

I personally do not think there is much of an issue with wetstacking of the air cooled 002s and 003s. I don't know about the bigger sets. But, I'm sure some soldiers have been in the boonies for weeks at a time with an 003 and running it with very little load.
