I can only guess that these axles are at about 0º of castor, which isn't working well with radial tires and high speeds.
I was looking at getting some shims made, and they're not terribly expensive:

Hi guys, I just wanted to report back on finally rebuilding my air over hydraulic cylinder on my trailer. It took about 30 minutes, plus 30 minutes to debug and bleed.

So you know how the rear tandems utilize the rear leafs to position the axle laterally, right? I was looking at this over last weekend, and it looks as though there's alot of slop built into the system.

I can definitely use at least one of these lockers to allow my buggy to actually [thumbzup] steer and not just "skid steer". ;)
