Go for the 802a. From experience and you can ask a lot of ex-military, the 831a's are problematic. They have problems with the speed controller, governors and exciters. Also batteries for the 831a's are insanely high.

May I ask why you unhooked your isolated ground for the generator head? In the picture you took of the ground stud, you have it disconnected and wrapped in electrical tape. I believe that really needs to be connected back to the ground stud, on the frame.

On the 002a and 003a the heads don't have direct injection into the cylinders so how would you get the WD40 out of the cylinder so you wouldn't cause hydrolock? If the injectors went straight into the cylinder, you could just leave the injector out and spin the motor over to have it...
Does the throttle linkage move freely on the injector pump? If not then it is gummed up, if it's really gummed up you probably broke the plunger guide inside the pump and it will have to be rebuilt. They are extremely easy to rebuild and parts are easy to access.

Perry, I actually tried rotating my engine over by the fan but it would only move about 10 degrees before it had to much compression to move. So I took a socket and rotated it 1 full revolution and it was pretty difficult.
The bar connection is actually on the opposite end of the board. If you look through the door where you check the oil and look at the board from the back, you should see the bar connection going from GND to N lug.
We can't really tell from the battery hookup but the one of the negatives usually goes to a bolt below the starter as the ground point. If you don't have the batteries in series and your grounding one out, that will cause the melt down of the battery terminal and the fuse to blow.
