The suburbans with bucket seats have special brackets to mount the seat tracks. They are add-ons. I have cut some off parts burbs for others that have switched from bench to bucket seats.
Disconnect both batteries (take a picture first so you can hook them up correctly) and take them to the autoparts house. Have them test them and charge them if necessary.

The glow plugs are suppose to turn off before you crank the engine. That is why the wait light tells you to wait. They will "after glow" if needed while the engine is running.
The GP testing section in the TM 9-2320-289-20 is only a page and a half. Not much to it.
With the version code of 1986, I wonder if it should even have the capacitor. If you look in the above link, there is another link for card repair for burnt diodes. It shows that capacitor as a round cylinder.
