If the tire has or had a leak for any time in it most likely the inside wall is coming appart . It happened to mine. There is pictures on here somewhere. I'll see if I can dig them up.
I haven't worked on a MPE 003 Yet but was wondering if you could try using a pry bar on the starter fly wheel . or compressed air thru the injector hole ? Good luck !
Did you replace the batteries at all ? its a comon problem that the original batteries short out internally. and can cook your alternator. My M920 had 2 shorted batteries in it and with a m816 m35a3 and a m813 trying to jumper at the GL lot all at the same time it wouldn't even turn over ...
I may be wrong but If I remember correctly his came that way as a airforce truck ( they were special oredered that way) They go really high on GL . Think the last 1 I saw went for over 12K
I don't have a ton of time with the detroits but have been around cummins since I was a kid. Grandpa had them and drove the beggebeess out of them, LOL . I Really like the cummins and there rather easy to work on and dead reliable. And parts seem reasonable. I have 3 cummins myself .
The transfer case is indeed divorced. I found a fully auto trans a while back that was the modern day replacement for the Cat 7155 It was also a cat and had the PTO output . It was fully automatic but I would have been scared to ask what there going for . I believed it may have also used a computer.
