Stress to your Tag office what it is and what you want to do with it. It's a collector's vehicle. They very well may give you the collector's tag anyhow. My tag office did.

Some kind of crane or jib to get the tire up and down. Otherwise you're going to have a beastly time on the side of the road by yourself.

I almost tried this setup with my Dingo, but the problem was the weight of the dingo. 3 tons of armored vehicle meant some ramps that would have been tough to move by myself and then there was the chaining the Dingo...
For me it depends on the trip. I tend to get after short trips or a couple of short trips, a mist and then nothing from the inboard tank. I let it go for 2 weeks and got a pretty good amount of mist, but it was only enough to dampen the pavement below the truck. Seems like an occasional light...

The feds rules are if it's not used commercially their requirements for minimum standards dont' require a CDL. Staes might be more stringent, BUT many of them have the laws written such that a truck is categorized based on the equipment which does NOT meet the federal minimum standards because...
There are Class B sized motor coaches that have Air Brakes. If it's an RV with a bed/Toilet and such, then you'll beat any requirement for a CDL in most states.
