iirc any vehicle with the 6.5 got the newer starter, a dealer should be able to pull up the part number. if anything have them pull the part number for the 6.2L then look for a newer number.
If you do go with the gear reduction starter as stated above, go to the chevy dealer and get the starter brace for the 6.5, the old brace wont fit the new starter and its still needed to keep from snapping starter bolts.

and if your going 55mph, you should see around 14-16mpg (i get more but my truck seems to be the exception and i also have large tires)
sounds like the fuel cutoff switch has failed or is not getting power.
the PINK wire on the top of the injector pump is for the cutoff switch, this must have power when the ignition is turned to run/start. if you are getting voltage to that wire with the key on run, then check the engine...
the 6.5 pump is not governed lower. it has the same 3600rpm redline.
be sure you tell them you have a J code engine (its medium duty, the same as put in the bigger trucks)
call around, you are sure to have a large diesel shop within a hour or two of your house. most places that rebuild turbo's...
I have 38" tires and my stock gearing of 4.56:1 it works out to ~3.73:1
If your running larger tires than stock on that 1009 i would definitely go for the 4.10:1 gearing.
