The way the surplus chain works is the equipment is first offered to other governments. If nobody else wants it, it ends up on GL. I can't imagine there could be many left. I highly doubt any trucks overseas will ever make it back home.
The thing about the stock valves is that they are "backwards" from every other quarter turn valve I've ever seen. A standard ball valve should work fine though.

The flame heaters have also been known to dump fuel. It could also be a leaking IP but this doesn't seem very common.
You'll want to bob it if you go with air ride. Most tandem air ride setups don't have anywhere near the articulation of the stock setup.
You can get a air ride setup with a lot of articulation but it's complicated and expensive. Hendrickson makes one I think.
