The established scrap dealers seem to also have more lead-way as far as mutilation is concerned. They still have to mutilate it but the DOD personnel won't look over their shoulder the whole time. They may just come by after it's mutilated and inspect because they've dealt with them before and...
I will say that I've bid on several scrap lots. I can't compete with the big boys. I can get a pretty good price from scrap (better prices than the average joe off the street can get) but every lot I've bid on went for more than I could sell it for.

I like good quality tools but I'm not hung up on Snap-on, MAC, etc. I've just seen too many good mechanics owe their soul to the Snap-on man. They are good tools but overpriced IMO compared to other good quality tools out there.

Yes, The range used to be part of Ft. Knox. One of the best places to have a private range IMO. The infrastructure was already there and they are mostly surrounded by Ft. Knox ( no neighbors to complain about the noise).
I haven't ever tapered holes for pipe taps. It would be better but most people don't have tapered reamers lying around their shop.

Looking at colors on the internet can be deceiving. It can give you a vague idea of the color though.
What I'd do is find a color you think you like. Then buy a spray can of said color. Try it out and see how you like it before you order any quantity.
