I have driven an M923 with the brakes caged. It still had operational service brakes. I have tow-bared an M923 with it's brakes caged. It still had operational service brakes. I used air lines to control them with the towing vehicle.

The service brakes should function, with the chambers caged.

The manifold heater issue has been coved before as well. Very, very unlikely that it is the issue(almost impossible).

I doubt it's a head gasket. This issue has been covered 100's of times. A search should find you all you need to know(search terms, "fuel in oil") It's either your hydraulic head poppet shaft, HH orings,shut-off slide o ring, FDC, or booster pump seal.

And search before posting.
