I have driven an M923 with the brakes caged.
It still had operational service brakes.
I have tow-bared an M923 with it's brakes caged.
It still had operational service brakes. I used air lines to control them with the towing vehicle.
I doubt it's a head gasket.
This issue has been covered 100's of times. A search should find you all you need to know(search terms, "fuel in oil")
It's either your hydraulic head poppet shaft, HH orings,shut-off slide o ring, FDC, or booster pump seal.
