Wait now. You're wheel won't wobble with three lug nuts loose. If your wheel was wobbling ALL but one or two must be loose. Even then your lugs nuts would have to be half off the studs to even see the holes.

So the pin at the bottom, just above the bolt you speak of, that doesn't go thru the inner tube also? That would make sense, and removal much easier.

On mine there's no bolt. It's a rod passing thru the tube and pivot, welded on both sides.

So I fashioned this up with some galvanized fittings from my local big box store. With luck this and some PB blaster and my five pound hammer will free it up. Wish me luck.
