It's just a small rubber vaccum line. Any auto parts stores will have it. There are two sizes on youre 09. Best to snip off a small piece to carry with you. Very inexpencive fix.
To my knowledge there should'nt be any fuel hit the ground. If so, you've got a leak letting air come into the system. May someone else will chim in and give some more info.
The hard shifting on a TH 400 is usually caused by a lack of vacuum signal. Trace out the vacuum line starting to the left of the IP all the way down to the trans and i bet you'll find the hose is dry rotted. TH400's will upshift when the line pressure gets high enough even if you have the...
I've had the same thing happen to a civy 6.2 a few years back. It was the head gasket around #8 cylinder. Be sure to have youre heads re-surfaced and check the valves before you put em' back on.

If your batteries are wired positive to positive, it's 12 volts to the starter. If it's positive to negative, it's 24 volts to the starter. And yes, 24 volts to a 12 volt starter will make smoke.
