I agree totally. Thankfully my cucv's are hobbies for me and not daily drivers so as funds and time permits and I can pull them out of the garage and work on them at leisure and insure they are done right.
The little hidden gremlins are what add up fast

Hmmm, I ask as these I pulled from this starter which is the wrong starter (12v instead of 24v) has them and the starter head appears to have a recess or milled out area the same size as the washers on these. If they don't belong I believe you as they were probably added by the same person that...
I'm picking up several sets of new GM starter bolts. Does anyone know the size of the washer that would be correct for them or is it typical to reuse the old washers?
Just my honest opinion I would stop while I'm ahead if you got a decent deal on the axles. To try and make it road and use worthy for a couple of years could turn into a never ending money pit with what you describe.

Hmmm the plot thickens, I didn't know this. The only thing I noticed is it came from the Army with the resistor bypass and there were 2 starter bolts (I didn't know what they were at the time) in the passenger floor board.

I'm pondering getting the GR starter and the required brace and running that and having my current direct drive rebuilt as a spare. You didn't have to mess with any shims and such on your 28MT install?
