It sounds like the voltage regulator to me. If the voltage were floating all over the place, I would suspect a bad voltage rheostat (the adjustment knob on the main panel) or loose/dirty connection, but since it's going high and staying there, that's the classic signs of voltage regulator...

I have one in the lube trailer, the military rates it at 6HP at 3600 RPM, but I've seen results in a google search of up toward 20 HP before (since the military under rates the HP output of it's engines).
Keep in mind though, because of the torque characteristics of an electric motor...
I doubt you'll find a 12K RPM hyd pump. Does the generator head spin at 12K also, or is it geared down some? If it's got some kind of reduction on it, you could just use what's already there.

I had a local truck repair shop order it for me. NAPA can get them, but they are somewhere in the neighborhood of $40. Mine cost me $27. I'll go out tomorrow and look at who made it, I have the part number but I doubt that will do you any good without a manufacturer to go with it.
