I haven't had to replace a steer box yet. Have to look in the manual at the replacement procedure. I think it can be swapped without pulling the radiator.
If the engine is running and you have weak steering while stopped it's the power steering pump or box. If there is play I would think it's the box over the pump. Did you check the power steering fluid level? If so how does it look/smell?
When stopped with engine running can you run the steering wheel smooth in both directions and the tires follow without play? From your description it sounds like a bad steering box or bad/worn front end components. Check the tie rod and steer bar for any play. I have a steering box on hand.
I talked to a guy the other day. Called me for parts for the 60kw gen he just got off GL out of Ohio. 816. With a LCD style control panel that didn't work anyways. No idea it was only 400hz.
If you have a significant imbalance I have seen it caused by dirt caked on the inside of the rim like concrete. And you can't see it till you take the wheel off the truck. If someone before you drove thru mud it gets in there and dries.
All the lmtvs and some of the mrap ones should be compatible. Lmtv ctis is 12 volt. M939a2 ones are 24 volt and won't work. M35a3 is made by a different manufacturer.
Did that with a flatbed before. Used the wheel lift on the back of the flatbed to push down on wood blocks and got the back end high enough to drive across. Nice truck.
