Tms are at the top of the forum. You would follow the winch troubleshooting. The pto is electrically actuated. Check with a meter see if there is voltage at the pto.
You opened the vim module and jumped one of the relays. But now you lost whatever safety that relay provided. Could just be a wire or switch issue that the truck does not know it's in neutral.
It's my understanding that since it's a wye config you can use each of the 3 120v legs to neutral for single phase power as long as the load on each leg is relatively equal.
From what I have seen, and some of this is m939A2 based, the Goodyears seem to age a bit better than the Michelins. I think the Michelins have rubber that's designed to be a bit more aggressive. The Goodyears are a bit more streetable.
