Only air on the gladhands should be from the passenger side unless soldier B is pressing the brakes, and then only if the valves are turned 90 degrees. Valves are located inches before the glad hands at the back of the truck, between the gladhands and the frame.
On-line version of the article had what appears to be some errors, calling the truck an M35A2, when it appears to be an M109 or an M185 shop van originally. Exterior paint is too matching everywhere for it to be a recent conversion on the bed. Nice article though.

A smaller diameter point in the line would affect how much fluid reaches the brake cylinder in the short run (braking hard), but not the total amount in a closed system (slow, steady braking). Thus, it looks like you have found a possible problem and the solution!

Most of the shop vans have 60 amp coming into the box from the big connector high up near the passenger side. I don't know about the inside, because I rewired mine. I used 10 ga wire and 20 amp breakers. YMMV

If it's a Marine/Seabee vehicle, there may not be a place to put the drain plug. My M-36 is that way - it was factory built with the deep water fording kit installed.
