I've never had a 24V battery (or 12V) source connected to my 016E or 016D.
016B is Onan powered, no pull rope. 701A is 016B with ASK enclosure.
016E is 10HP Yanmar upgrade kit for 016B, with pull rope and sometimes in 701A ASK enclosure.
016D is 7HP Yanmar Diesel upgrade for 016A gas gens...
Resurrect this one. Did you ever find out what was up with your 016D charging systems?
I have a theory:
Maybe they tried to use them to charge 24V batteries via the NATO plug and burned them up?
Can you just disconnect the regulator? I've run my 016E without a battery. I've never run it with a battery. I don't think it will hurt anything but do it at your own risk as I am not sure.
My 016D has a charging system, I think. It runs the electric pump. See pic. Isn't that a rectifier...
You will probably find a minor issue with the gen set. If you are very lucky it will run and make power with just new fluids and filters.

A "200 Amp plasma cutter" will usually draw around 100 Amps AC at 208V, 3 phase.
I think anything more powerful than that would step up to higher voltages.
The higher voltages are better for allowing use of smaller gauge wire.

Just being realistic. Worst case is locked up motor and burned up stator windings. In that case you can probably part it out and if lucky break even. But, chances are slim that both ends are bad. They quit using them if the motor is bad or if the gen head is bad. So, it would be very rare...
