I have the local hydraulic shop repair them for me. That way I know the metal lines will fit correctly.

As the temp increases the resistance of the sensor should decrease. 1.6 ohms is not correct for 40 degrees. It should be closer to 6K or 7K ohms.

The common element to all of the non functioning items is Fuse #15. Check to see if it is making good contact with the slots that it fits in. The fuse could be good but is not making a good connection in the fuse box. Try replacing the fuse, it may be intermittant.
Sounds like your glow plug card is bad.
Are there any other CUCV trucks near you that you could swap out a working card to see if the issue may be in the M1009?

The after glow period is based on the GP temperature sensor resistance and the voltage on the orange GP voltage sense input.
If the engine is cold the resistance is high, as the engine temp increases the resistance gets lower and the card will not need to perform as long of an after glow.
