Those clutch pedals could be found in some models of the E-Series Cutaway Trucks such as were delivered to outfitters for Rental Trucks, Service Trucks and some "short" Buses.

Yup! Near idle for minimal thrust, just enough to keep her from stalling or upon any off-kilter touchdown to reduce the chance of turning her into a FRISBEE without a rudder to keep her straight.
