The diesel engine does not create a vacuum like a gas engine does. Sounds like you have a bad vacuum pump. The pump itself should read steady about 25in hg. (not psi). It should not fluctuate.
Doesn't make a difference which direction the pump is facing.

Truck gauges get swapped out all the time. No telling if yours are original or not. No maintenance records like aircraft. Is your user ID correct that you are a helicopter mechanic?

Youtube is a great place to learn how to use a multimeter. Voltage and ohms are the two major things most MV users will use.
Usually a bad ground. Spots to look at are the grounds on the radiator support. One on each side. The ground tabs inside the bulb sockets. And the ground wire for th inside wiring harness. It terminates at the 6 legged connector next to the emergency brake.

That is why in the Tech manual Troubleshooting Section it states: "When troubleshooting a malfunction, ensure that both batteries are fully charged". I like to add "And load tested" as a battery can show 12.5v+ but have zero amps for a load.

The gauges are sealed. If you are crafty enough you may be able to open it if needed. Be aware that the leads are live at all times. Disconnect you batteries.
The terminals for the pink and blue wires are just connections for the internal coil. It makes no difference as to which connector you use. The blue wire is aground that is controlled by the GP card. You can leave it installed.

I would consult the Rosscommon Equipment 12v conversion method and try to make your truck like that. Without knowing how the chop doctor did the conversion we are all just guessing.
The manual doesn't list any torque specs for the oil pan.
There is a paragraph in the PMCS section that says to check the oil pan bolts semi-annually and tighten them to 5 ft-lbs.
There is a list at the back of the TM 9-2320-289-20 that has general specs
