I have used plastic inserts on a similar bolt-together wheel, and my trick was to place the assembled 16x20 XL tire/insert/wheel package under the front of my deuce and a half, and then use a high-lift between the vehicle and the wheel package as the "ram" in a gigantic lift to press the halves...

....well, I guess that post may have been somewhat premature. I actually have a Ross HPS box... the casting marking on the main piece is HPS 782981. The pump I have is an Eaton... which I'm currently considering replacing with a Saginaw - not sure what I'll do yet. BTW just found this great...
