that circuit could be used, hook the solar panel to the input side and the battery to the output side.
make some plates to cover the holes, insert a few dollars in pennies and some rust remover then seal the tank and shake, shake (repeat for a long time).
change fluid and continue (do a few times), you'll get most of the rust. then seal the tank.
replace the bad wiring, and you can always step...
biggest thing with putting a seat there, just make sure it doesnt interfere with the tcase shifter, and that the kids will be back far enough that the shifter doesnt hit there legs.

Crash is correct, you can pull the lower cover from the dash and the bolts holding the column to the dash to drop it for easier access. I'm betting that this is where your issue lies.
look at the wiring schematics, then check the ignition switch under the dash. make sure that when the switch is turned to "start" you get output to the starter relay.
If you dont I would consider swapping the ignition switch.
you need to change out the ignition switch in the steering column most likely. sounds like the contacts are bad. (used to work if held in a certain spot)
There is no reason to get your panties in a bunch.

Take it down a notch or two ;)
