I've been thinking about this and I wonder if a kind of stick on (or screw on) style seal could be added to the frame to make a better seal. A larger seal that's single piece that fits in the window that folds out could also help as would perhaps a bushing that fits onto the window frame itself...

Check the fuel compensator. If there is a length of fuel line that runs from the fuel compensator and then back to it (looks like the lobe of a highway cloverleaf) then it's been bypassed.
