Here in TN the cops leave the farm trucks alone. It's bad politics to pick on the farmers so most cops just leave them alone unless it's something very obvious. The law even lets you haul 10' wide with farm tags where the rest of the public has to stay under 8'6" without a permit.
All I know is that with the 6.2 engines I've been around, The 24v starters turn the engine over faster than the 12v do. I could be wrong but that has been my experience.

IMO you need the 24v to start the truck. Sure, 12v will get you by but 24v will turn the starter much better (especially in winter). With what you're wanting to do, I have to disagree that it will simplify your system.

Just keep in mind, if you ask somebody to haul it that doesn't know the size of the deuce, don't tell them you need a flatbed. A deuce is too tall for a flatbed tractor/trailer. ;-)

Have you pulled the bearing out yet? I've never seen a deuce pinion bearing but I've yet to see a bearing that didn't have a number stamped into it. If you can get the number off the bearing NAPA should be able to cross it for you.

There are things you can do to try and patch the crack. Sometimes it works, sometimes it doesn't but it may be worth a try. I've had some luck with JB Weld. The hard part is getting it clean enough for the JB to take. You can weld it also but the engine really needs to be disassembled to weld it...

I had a tractor dyno (attached to the PTO shaft) that worked off of hyd oil. It computed HP just like you say but used a hyd pump and a valve closed to create resistance. The hyd oil got very hot and you had to have a garden hose attached to it to keep it cool.
You are correct that GL has nothing to do with EUC wait time but they used to not collect any money until the EUC cleared. The fact is you bought the truck from GL, not the government. I couldn't care less when GL hands over the money to the government and don't think they should hold your money...
While I do have some cheap HF hammers, they can screw them up also. I saw a head shatter on a chinese hammer my friend was using (was driving on a chisel). It sent one of the shards of metal into his hand and requried a few stiches.
I had no idea that some states wouldn't let you pump your own fuel. There are still some old "mom & pop" stores around here that have a full service pump and they charge extra for it.
