Tom, A fellow member hooked me up with this for running a 12v gauge on 24v +12V Fixed-Voltage Regulator 7812 - RadioShack.com . While I haven't installed it yet it should work. It will take 24v in and put out a constant 12v for any loads less than 1amp.

These two comments don't go together. While I don't know anything about otters I do know that AL doesn't rust. It can still corrode though. AL is just as easy to patch a steel. It just takes a little different equipment. A TIG machine or a MIG with a spoolgun should work.

No, the winch won't try to rotate. It will pull in a straight line from where cable exits the drum to where the anchor is attached so you need to have the anchor point in line with the cable. That will keep the winch from trying to roll when winching.
