Yes, We have mentioned before that it can happen for other reasons(than the under dash relay).
As long as you have power to a device, there will always be a possibility of failure.
Taking reasonable efforts to protect or avoid a failure of any kind is a matter of practicality and compromise...
Mileage does not matter nearly as much as time.
Change your filter and clean the can!
You should not need to crack the can to get it to drain. You can loosen the bolt to do this if needed.
Change your filter.
The primer handle should say right on it, twist to lock.
Replace the petcock if needed.
IS it below freezing there? Ice may be holding your primer and petcock.

Consider tire load capacity with your loaded trailer.
I don't think you'll notice a lot of difference.
If your driving on pavement all the time, you might try desplined front hubs and removing the front drive shaft.
Radial tires inflated properly helps too.
Have you changed your fuel filters lately?
Ever clean the fuel tank?
Do you use diesel fuel only?
How long has it been like this?
Has it always been like this?
I doubt your linkage is the issue. But it would not hurt to confirm that you have full throttle travel.
