Measure the voltage at input side of the relay, and on the output side. If it is not the same after the relay has closed(for a few seconds), then your relay is not making 100% connection. Replace it, if thats the case.
CJ, His issue is not the new relay or how it's wired. His trouble is most likely damage to his wiring that occurred when his original relay failed(on).
I've had good luck with using a small pair of visegrips clamped to the GP. With the engine warmed up and running, and the gp already unscrewed, I simply push it in to try to seal it to the head, and let the pressure pop it out(repeatedly) against the swollen tip, in the hole. Usually it will...

It replaces the troublesome under-dash starter relay with one that will save you from having a starter run-on that will ruin your starter and wiring. If you own a CUCV, you should do this.
I said Please and Thank you and stated a fact/rule. What part of that do you consider whining? If you want me to kiss your butt too, just to follow simple rules and protocol, it won't happen. This site may ask/expect more than others, but it provides much more also.
