Those H2 wheels are about 5" back spacing, they would tuck under the fenders and keep your scrub radius small.

You could run H1 wheels with 2 inch spacers, or re-enter with flat spacers pushed all the way in for about 5" back spacing. The less scrub radius you have the better with no lift.

It isn't a hard to rebuild a 208. The only tricky part is removing the back bearing for the front output shaft. The bearing is in a blind hole so you have to make or buy a puller to remove it.

They removed and bagged it so it wouldn't get lost, there is no retainer for it. Before you install the pump put that pin and spring in the end of the input shaft.
What is your camber like? If one or both sides are leaning in you might have more kingpin woes.
Just because the kingpin bushing was ok does not mean the kingpin bearing on the bottom of the knuckle is OK.

High likelyhood that the cam and solenoid are gummed up on your wiper motor. Try unplugging everything, take the plastic dust shield off the wiper motor and cleaning it out a bit, then give it good spray down with dry silicone spray. Mine was doing the same thing about 6 months ago.

New injectors are always nice. Have you read your transmission controller manual and double checked everything? Had someone else stomp on the accelerator pedal and make sure the arm on the injection pump has hit the stop? If the controller uses an add on throttle position sensor is it set up...
What percentage of grade were you pulling when it got down to 10mph? That does seem slow. Are you sure that when you floor it the arm on the injection pump is reaching the end of its travel? The throttle cables can be junk, especially the aftermarket ones.
