When you wrap you need to coat it very well with silicone spray, this will waterproof it.
My boost tube is chrome, its an older kit though. My kit is the early design that dumps the return oil from the turbo directly into the oil pan, via a bung that is welded in.
also wrap the upper section of the downpipe after the turbo. it will help you a lot with the temps in the engine compartment. it will also help with the temps the starter is exposed to.
CTIS seems to cause more trouble than its worth. adding a turbo isnt that hard at all, esp. since you have a mechanical injection pump (very easy to turn up)

well, i bet you have a fusible link burt out now, but yes that is the root of your issue.
