by bottomed out, that starter bolt threads in to a "blind" hole. its a hole drilled into solid metal and then tapped, so if you thread a bolt too far into the hole, it will hit the bottom of the hole and bind up against it, those can be a real PITA to get out. I would try to get a smaller bolt...
yup, I've used many a 12pt socket in the past. just be sure not to break off the extractor, or your really gonna hate yourself later on. that bolt should come out with almost no force unless it got bottomed out in the block (sounds like that happened in your case.)
the controller is in a plastic box roughly 4"x6"x1" under the dash near the steering column. Its got about 10 wires going into one side of it. the cover comes off and you pull the card out.
RE: transfering publications to CD
you need to scan them into the computer and turn them into PDF files. The PDF file is automatically searchable. One of our members might be expanding his business to include this in the future, but I am sure a few companies already do this.

your glow plug controller is shot, you need to pull it before you burn up your glow plugs.
you can get a new card from a few places. ebay sometimes has them, and i think that a few surplus dealers carry them.

No problem at all, you only need the spacers on the front, you can run them on the back but dont have to. They clear very well with the drums still in place, and if you ever swap to rear disc brakes, they protect the rotor from just about anything.
if its tight, then pull the pulley off and start the engine for second or two, watch the damper to see if its wobbling as much as the pulley was, if it is then i would put the pulley back on and not worry about it. if its not you have a bent pulley. one thing dont run the engine for long without...

The hmmwv rims arent too hard to find, there are two variants. one bolts together with 8-bolts holding the rim halves together and is only good for bias ply tires (up to 35psi), the second is held together with 12bolts and is rated for radials (up to 50psi).

there are two different styles of crank pulleys, one style of them has a rubber isolator that is supposed to isolate the vibrations from the crank, and the other is a solid piece of metal. I'd pull the belts off and check to see if the pulley is loose from the crank, or if your problem is...
