Yes, the parking brakes are mechanical and actuated only from the handles.
As long as you keep your axle, and brakes on it, the parking brakes will work.

The axle has a vent, a one way vent. It is not a relief valve.
Is the truck was building too much air pressure, that is unrelated to your axle leak.
Learning to use the manuals is kinda mandatory if you want to maintain your own truck.
Understanding the air system is kinda important too.
He can swap out the top output shaft(with everything on it) from his broken case transmission.

Do you have plugs in the spark plug hole and fuel nozzle holes, or did they leave them on the intake elbow when it was converted to ether?
