Fuel inside the shut off housing, sounds more like a hydraulic head o ring leak or HH shaft leak, or boost pump leak.
With the cover off and the in tank pump on, can you see fuel dripping? Use a mirror.

Does your radiator have a warranty?
A system pressure tester can be used to see if your making pressure(above what it should) as well as for leaks.
Caps can be tested too.
Funny thing is, the CDR valve is SUPPOSED to create a base pressure.
I personally would guess the shop that did the head gaskets either did not do a good job, or use sealant on the head bolts, or the heads had cracks(between valves( and they did not check them.
