    M1028 shelter ?

    Looks like some special purpose "cap" (I'm assuming that it isn't a full shelter with a floor). The holders on each side are for department of transportation hazard placards (eg: explosives, flammable, etc.) Not an electrical equipment shelter, as you already figured out.

    I purchased one on ebay several years ago. Haven't seen anyone offering them recently. Not often seen and not cheap. Try some of the big military vehicle shows like Aberdeen. Of course you never know what someone on Steel Soldiers might have stashed in a closet.
