Real easy, take the cover off and the lever should be full forward to run and the lever should be full back to stop. Mine just jumped out of position for some reason.
My alternator blew on my A3 also. I took it to a local alternator shop and we came up with a civilian alternative that is doing great, just took a little grinding and fitting. If you can't get the military, you might have to go this route. About $200.

If it is up to par, you should be able to just use like one finger to turn at 10 MPH. Still, it probably will not turn easy or at all at a full stop.
Get rid of the regulator, add air tool oil to the two moving parts, should be good to go.
Don't go by the hourmeter. It is like the trucks, may be right, may be way off.
Delk's Surplus has about everything you need, Speddmon on here and a few other folks have both parts and knowledge. Speddmon also has a great spin on oil filter kit.

Just a word of caution here, though. Even if you do it exactly as described, it can be off a little. Best to drive it 1 or 2 miles then check the temp of the hub. It should be the same as the rears at that point. If it is hot, go back in and re-do it.
